// When Charities Need CE Plus

WHEN YOUR CHARITY NEEDS CYBER ESSENTIALS PLUS

Standard Cyber Essentials is the NCSC's recommended baseline for charities and is what most grant funders and commissioners accept. Cyber Essentials Plus - which adds an independent technical audit on top of the self-assessment - becomes relevant in specific circumstances where a higher level of verified assurance is required.

Government-Commissioned Services and PPN 014

If your charity delivers services under a contract with a central government department, executive agency, non-departmental public body, or NHS body, Procurement Policy Note 014 (PPN 014) may apply. PPN 014 requires CE or CE Plus for in-scope contracts - buyers set the level per procurement. Some commissioning bodies require CE Plus rather than standard CE, particularly for contracts involving sensitive personal data or higher-risk service delivery.

In an IASME case study, Black Country Women's Aid, a domestic abuse charity, obtained CE Plus because their Ministry of Justice and Home Office contracts required it.

NHS-Commissioned Services

NHS bodies are covered by PPN 014. Charities delivering NHS-commissioned services may additionally be required to satisfy DTAC (Digital Technology Assessment Criteria) where the NHS body applies it. DTAC's C3.1 requires a Cyber Essentials certificate as baseline technical security evidence. The level required - CE or CE Plus - is set by the commissioning NHS body per procurement.

Sensitive Beneficiary and Donor Data

Charities holding sensitive personal data - safeguarding records, health information, financial records relating to vulnerable individuals - have a UK GDPR Article 32 obligation to implement appropriate technical security measures. CE Plus provides independently verified evidence of core technical controls, which can be relevant when demonstrating to the ICO, commissioners, or major donors that appropriate security is in place.

DO YOU NEED CE OR CE PLUS?

The right answer depends on your situation:

  • Grant-funded charity - standard CE is likely sufficient; check with your funder
  • Government-commissioned services - check contract; PPN 014 may apply and buyer sets CE or CE Plus level
  • MoJ / Home Office contracts - CE Plus may be required; check your contract terms
  • NHS-commissioned services - check DTAC/PPN 014 requirements with your commissioner
  • Sensitive personal data - CE Plus supports Article 32 UK GDPR evidence

WHY VINCENT CYBER DEFENCE FOR CHARITY CE PLUS?

// Pre-Audit

WE CHECK BEFORE WE AUDIT

Charities often have limited IT resource and a contract deadline driving certification. We include a Pre-Assessment Check before the formal audit begins - so any gaps are identified and resolved before the assessor starts, not after a failed result that could delay your contract or funding.

// PPN 014 Aware

GOVERNMENT CONTRACT EXPERIENCE

We work with organisations delivering government-commissioned services and understand how PPN 014 procurement requirements translate into practice. We can advise on whether CE or CE Plus is appropriate for your specific contract before you commit.

// Direct Access

DIRECT ASSESSOR, NO HANDOFFS

You work directly with your Lead Assessor from first contact through to your CE Plus certificate. No helpdesk, no rotating contacts. When your commissioner asks for a certification update before a contract renewal, you get a direct answer.

// How It Works

YOUR CE PLUS JOURNEY

Four clear steps from enquiry to certification. Pre-Assessment Check included as standard - we identify any gaps before the formal audit begins.

1

PRE-ASSESSMENT CHECK

Before the audit starts, we review your controls against CE Plus requirements in full. Any gaps are identified and resolved before the formal assessment begins - reducing the risk of issues on assessment day.

2

SCOPE & DOCUMENTATION

We confirm your assessment scope and asset list. You return an Audit Authorisation Form. Our assessor checks the scope is consistent with your Cyber Essentials certificate boundary before proceeding. Any partial scope exclusions require written justification; all legal entities within scope must be listed with name, registered address, and company number.

3

TECHNICAL AUDIT

Remote vulnerability scanning, internal device sampling, and email and browser configuration checks - all conducted via screen share. No on-site visits required. Practical for charities with limited IT staff and no dedicated on-site resource.

4

CERTIFIED ✓

Your CE Plus certificate is issued by IASME, published on the public register, and emailed directly to you. Valid for 12 months - annual renewal required to maintain a current certificate for ongoing contract compliance. Commissioners and procurement teams can verify it instantly on the IASME registry.

// What CE Plus Covers

WHAT THE CE PLUS AUDIT COVERS FOR YOUR CHARITY

CE Plus covers the same five technical control areas as standard Cyber Essentials - but verified through an independent technical audit rather than self-assessment:

  • Firewalls and routers - external vulnerability scan of internet-facing systems to verify firewall configuration and exposed services
  • Secure configuration - sampling of internal devices to verify hardening, unnecessary services removed, default settings changed; devices running unsupported or end-of-life operating systems fail automatically
  • Access control - verification that user accounts have appropriate privilege levels, admin accounts are properly managed, and MFA is enabled on cloud services where it is available; missing MFA where a service offers it is an automatic fail under v3.3, even if the provider charges extra for it
  • Malware protection - email and browser malware delivery tests; anti-malware configuration checked on sampled devices
  • Patch management - operating system, firmware, and application patching verified on sampled devices; critical and high patches not applied within 14 days are an automatic fail under v3.3

The entire audit is conducted remotely via screen share. No on-site visits are required.

Cloud Services in Scope

Cloud services your charity uses - Microsoft 365, Google Workspace, Salesforce, online case management systems - are in scope for the audit. The audit covers your configuration, access controls, and admin accounts on these platforms. The cloud provider's own underlying infrastructure is outside scope under the shared responsibility model; your configuration, access controls, and admin accounts are in scope.

Social media admin accounts (Facebook, LinkedIn, X/Twitter) used to manage your charity's pages are also in scope where they are accessible from in-scope devices. MFA must be enabled on each account where the platform offers it. Shared logins - multiple staff or volunteers using a single admin account - do not meet CE's access control requirement; each user needs their own account.

If you are unsure whether a specific system is in scope for your assessment, our team can advise before you begin.

// FAQ

COMMON QUESTIONS FROM CHARITIES

// Requirements
It depends on who you contract with and what data you hold. Standard Cyber Essentials satisfies most baseline requirements and is what the NCSC recommends as the starting point for charities. Cyber Essentials Plus is typically required when a government or NHS commissioner specifies it as a procurement condition, when a contract references PPN 014 and the buyer has set CE Plus as the required level, or when your charity processes particularly sensitive personal data and you want independently verified technical controls as evidence under UK GDPR Article 32. If your charity is funded primarily through grants, standard CE is likely the appropriate starting point - speak to your grant funder directly to confirm their requirements.
PPN 014 is a UK government procurement policy that applies to suppliers delivering services under contracts with central government departments, executive agencies, non-departmental public bodies, and NHS bodies. If your charity is commissioned to deliver services under such a contract - rather than funded through a grant - PPN 014 may apply. The policy requires CE or CE Plus; the exact level is set by the commissioning body per procurement. PPN 014 does not apply to purely grant-funded charities or to contracts with local authorities, devolved government, or arm's-length bodies unless they have adopted the policy. Check your contract terms or ask your commissioner directly whether PPN 014 applies and which level they require.
Yes. An IASME case study features Black Country Women's Aid, a domestic abuse charity, which obtained CE Plus because their Ministry of Justice and Home Office contracts required it. The case study also notes they upgraded legacy operating systems in the process - unsupported OS is an automatic fail under the assessment. If your charity holds contracts with government departments or NHS bodies and handles sensitive personal data, check whether your contract specifies CE Plus specifically.
No. The Charity Commission does not mandate Cyber Essentials or Cyber Essentials Plus. The Commission expects charity trustees to manage cyber risk as part of their governance responsibilities, but CE and CE Plus are not regulatory requirements from the Commission. They are procurement requirements from commissioners and funders, and a practical tool for demonstrating that appropriate technical controls are in place.
// NHS and Data
Possibly - it depends on what the commissioning NHS body specifies. PPN 014 applies to NHS bodies, and commissioners can specify either CE or CE Plus per procurement. Some NHS commissioners additionally apply DTAC (Digital Technology Assessment Criteria) to charities delivering digital health services; DTAC's C3.1 requires a Cyber Essentials certificate as baseline technical security evidence. The level required is set by the NHS body commissioning the service. Check your contract or ask your commissioner directly.
CE Plus is not a GDPR compliance framework, but it supports your Article 32 obligation to implement appropriate technical measures proportionate to the risk. For a charity holding sensitive personal data - safeguarding records, health information, financial records relating to vulnerable individuals - CE Plus provides independently verified evidence that your core technical controls are correctly implemented. This can be relevant when demonstrating appropriate security to the ICO, commissioners, or major donors.
// The Process
CE Plus covers firewalls and routers, secure configuration, access control, malware protection, and patch management - verified through an independent technical audit. The audit includes external vulnerability scanning of internet-facing systems, internal device sampling, and testing of email and browser malware delivery defences. Cloud services your charity uses (Microsoft 365, Google Workspace, Salesforce, online case management systems) are in scope: the audit covers your configuration, access controls, and admin accounts on those platforms. The cloud provider's own underlying infrastructure is outside scope under the shared responsibility model. Missing MFA on a cloud service that offers it is an automatic fail, and critical or high patches not applied within 14 days are also automatic fails under Danzell v3.3.
The full CE Plus process - including the Cyber Essentials self-assessment that must precede it - typically takes one to three weeks from start to finish. The technical audit is conducted remotely via screen share and usually takes a few hours to a day depending on the size and complexity of your environment. Once Cyber Essentials basic is certified, you have 90 days to complete and pass CE Plus. We include a Pre-Assessment Check before the formal audit begins, so any gaps are identified and resolved beforehand rather than discovered on assessment day. Note: once testing has started, assessment answers cannot be changed. If an unpatched device is found during sampling, a new random sample is tested after you remediate - a second failure revokes your CE self-assessment certificate.
// v3.3 Changes & Volunteers
Danzell v3.3 is the current CE Plus assessment standard, which came into effect for new assessment accounts created after 26 April 2026. Key changes relevant to charities: cloud services that store or process your data cannot be excluded from scope - any platform your staff access from in-scope devices is in scope; missing MFA on a cloud service that offers it is now an automatic fail (even if the provider charges extra for MFA); critical and high patches not applied within 14 days on OS, firmware, or applications are automatic fails; devices with unsupported or end-of-life operating systems also fail automatically. These changes make the Pre-Assessment Check more valuable: issues that would have been advisory findings under earlier versions are now hard fails.
It depends on how they access charity systems. If a volunteer uses a personal device to access email, case management software, or any cloud service within your assessment boundary, that device is in scope - it becomes a managed endpoint from a CE Plus perspective. The same applies to trustees who regularly access shared drives, email, or financial systems. Personal devices used only to receive read-only board papers may fall outside scope if they do not access in-scope services in other ways, but this needs to be confirmed per your specific setup. The most practical approach for charities with many volunteers is to restrict access so that volunteers only connect via a managed browser profile or web-only interface that does not require full device access - this can keep personal devices out of scope. Speak to our team before your assessment begins if volunteers or trustees use personal devices to access charity systems.
The NCSC has run a Funded Cyber Essentials Programme in previous years, offering eligible small charities subsidised support toward CE certification (not CE Plus). Applications for the programme have opened annually; the current status for 2026 is not confirmed - check the NCSC's Cyber Essentials resources page for the latest. For CE Plus specifically, we are not aware of a funded programme at the time of writing, but some grant-making bodies and charitable funders have covered certification costs as part of digital or security grants - it is worth checking with your funder or umbrella body.
IASME arranges cyber liability insurance as part of the Cyber Essentials certification for organisations with turnover under £20 million that certify across their whole organisation. Cover includes up to £25,000 liability and 24/7 incident response support, subject to IASME's terms and conditions. CE Plus certification satisfies the whole-organisation requirement where your assessment boundary covers your full organisation. Check IASME's current terms before relying on this, as the policy is administered by a third-party insurer and conditions can change.
